These Days, Everybody's All-American Just May Be a Haitian

PORT ST. LUCIE, Fla. -- Jeff Luc, the son of Haitian immigrants and middle linebacker for the Treasure Coast Titans high-school football team here, recalls a game two years ago against Delray Beach, when he directed another Haitian teammate to stop an opponent slipping into his zone on a passing play.

"Men li la! Men li la!" he shouted in Kreyol, Haitian patois for "there he is." The two players were looking to confuse their opponent by using imported slang from Haiti. But to their amazement, the targeted receiver taunted them right back: "Mwen la! Mwen la!" "Here I am!"

Among the many dead after the earthquake in Haiti are the three women who basically constituted the fledgling women’s movement in Haiti. Myriam Merlet, Anne Marie Coriolan, and Magalie Marcelin had just begun the work of reforming a judiciary that never took rape seriously and creating an infrastructure to protect girls and women against domestic violence and trafficking. They were killed at a time when they were most needed, since post-earthquake chaos tends to leave women especially vulnerable.

As heartbreaking as every lost life is, theirs seems particularly tragic in a country where, until recently, there was no notion of women’s rights and what did exist was tenuous and fragile. Before 2005, rape was rarely prosecuted and convictions were virtually nonexistent. Marital rape was legal. Judges treated sexual violence as a purely civil matter, sometimes ordering meager monetary restitution or ruling that the rapist marry the victim. They judged the severity of the crime based on whether the woman or girl was a virgin.

The three women started by lobbying the United Nations to pressure Haiti to pass sexual-assault laws that created a new area of criminal law. To ensure the courts abided by them, the women in 2008 led a kind of legal-flash-mob movement, getting women to flood Haitian courtrooms during rape trials so that judges would feel accountable. They began organizations that provided safe houses and microloans to domestic-violence victims. In 2001, in the midst of violent political unrest, Merlet contacted playwright and activist Eve Ensler and convinced her to bring, improbably, The Vagina Monologues to Haiti. Using the momentum from that event, the women successfully built the V-Day Haiti Sorority Safe House in Port-au-Prince.

“The fact that they existed at all, that they were doing the kind of work they did, was totally innovative. Until they came along, women’s rights were totally ignored,” says Sabrina Solomon, director of the Florida Immigrant Advocacy Center in Miami, who also lost friends and family in the earthquake.

In 2000, the U.N.’s Commission on Human Rights issued a scathing report about Haiti’s treatment of women. “The lack of adequate legislation … results in a culture of non-reporting and of acceptance of violence against women,” the report noted. Sixty-six percent of female victims never reported acts of violence, the report concluded, “for fear of reprisals and societal prejudice.” It gave this as a common example: “If a girl is raped by her teacher it is generally expected that the rapist marry the victim and no criminal case is brought against the perpetrator.”

In 2007, when 108 U.N. peacekeeping forces from Sri Lanka were discovered to have serially raped Haitian women and girls as young as 7, Marcelin told the Los Angeles Times, “That a soldier can do this to a girl he’s supposed to be protecting comes from the same mentality that allows a professor to do it to his student or a father to his daughter. In this society, women’s bodies are regarded as meat.”

Merlet fled Haiti in the 1970s. She moved to Canada, where she studied feminist theory and was active in the Haitian diaspora movement. In 1986, she returned to Haiti to advocate for women and children. Eventually she led the newly created Ministry for Gender and the Rights of Women, which collected the data that became the basis for the 2000 U.N. report.

Coriolan concentrated on education. In Haiti, education is not free, and families—especially in rural areas—often elect to educate only their male children while putting female children to work, primarily as domestics, factory workers, or field hands.

Marcelin, a lawyer and actress, founded Kay Fanm, a women’s rights group that offered safe haven and microloans to domestic violence victims. The three of them founded Haiti’s first domestic violence shelters.

When the country stabilizes, there is no guarantee that the work they did will pick up where they left it. From what we know about post-disaster environments, the day-to-day reality for women and girls looks grim. Because of Haiti’s instability, human trafficking was always “very bad,” says Robin Thompson, the Senior Program Manager at Florida State University’s Center for the Advancement of Human Rights, and she believes it is likely to get worse. “Trafficking (and other forms of violence against women and children) almost always flourishes, as it did after the tsunami, during this kind of instability.”

On Jan. 22, UNICEF documented 15 cases of children disappearing from hospitals. Their families have no idea where the children might be, and there is growing concern that human traffickers are already at work.

After the Sri Lankan U.N. peacekeepers rape scandal, women’s organizations asked that the U.N. make a concerted effort to recruit more female troops. Two years later, the U.N. launched its “Power to Empower” campaign, with the aim of increasing the current 8 percent female troop level to 20 percent by 2014. But of the approximately 2,000 U.N. police in Haiti, about 90 are women. “If you’re going into a disaster area to help, women’s safety is primary. But I don’t think it’s high on anyone’s list right now,” says Rita Smith, director of the National Coalition Against Domestic Violence.

Salomon, for one, is not optimistic. “What they were doing was in its infancy. No one is sure what will happen next, because no one knows who or what is left. We don’t even know if the shelter is still standing. I suspect it’s not.”

Peurto Rican Doctors in Haiti Cause Controversy Over Pictures on Facebook


San Juan, Puerto Rico (CNN) -- A humanitarian mission to aid Haitian earthquake victims turned into a major embarrassment in Puerto Rico on Friday as pictures emerged of doctors drinking, mugging for cameras and brandishing firearms amid the victims' suffering.

The ethics committee of the commonwealth's medical board said it was launching an investigation into whether those involved should be disciplined.

Americans Arrested Taking Children Out of Haiti


PORT-AU-PRINCE (Reuters) - Haitian police have arrested 10 U.S. citizens caught trying to take 33 children out of the earthquake-stricken country in a suspected illicit adoption scheme, authorities said on Saturday.

The five men and five women were in custody in the capital, Port-au-Prince after their arrests on Friday night. There are fears that traffickers could try to exploit the chaos and turmoil following Haiti's January 12 earthquake quake to engage in illegal adoptions.

MOBILE, Ala. — Vladimir Ducasse’s agent, Joe Linta, has been representing NFL players for several decades and has had to take care of all kinds of demands from his clients. So when Ducasse wasn’t asking for anything at all the past couple of weeks, Linta was stunned.

It turns out Ducasse’s apartment in Somerset has offered plenty.

“I have a place to stay and I have food to eat,” Ducasse, the former UMass offensive tackle, said Monday after his first practice at the Senior Bowl. “There’s not more I can ask for.”

Especially after seeing what’s happened to his homeland recently.

The Haiti native, who has been training at TEST Sports Clubs in Martinsville and will continue to do so leading up to April’s draft, has been through an emotional couple of weeks.

It began with a text message on Jan. 12, as he was preparing to go to sleep, that informed him a massive earthquake had hit his homeland. Ducasse turned on the TV to see the destruction and immediately began worrying about his relatives. It would be a few days before he could make contact with all of them and confirm they were safe and on their way to Miami.

“Two weeks before the biggest moment of your life, this happens,” said Kevin Jones, Ducasse’s coach at Stamford (Conn.) High School who has accompanied his former player here. “That threw a curveball at him. Now, that he knows everybody’s safe, that’s been a huge weight off his shoulders.

“But his goal right now is to focus on (football).”

And to use his opportunity to call attention to the recovery in Haiti.

“The next time Tiger Woods pops up, (the earthquake) is going to be off CNN,” Jones said. “Vladimir knows it’s going to be a long, long recovery and he’ll do his part to help it out. The best way to help is to be a high draft pick, be a high-profile guy, and use his status to keep this on the forefront.”

Ducasse left Haiti in 2005 with his brother to receive a better education in America. He didn’t speak much English and hadn’t played a down of football until Jones encouraged the big, young man to give the sport a chance. Ducasse made an early commitment to UMass and refused to renege on it when a few larger-profile programs made a push.

Four years later, the player scouts here have dubbed “The Dancing Bear” because of his large frame (6-5, 326 pounds) and excellent feet is on the verge of making millions of dollars as a late-first- to third-round pick.

“I feel like I’m really fortunate to be here playing,” Ducasse said. “I’m looking back to where I started, it’s been a long way. It’s very good. I just feel blessed.”

Ducasse didn’t need another reminder of his good fortune Monday, but he got one anyway. After being reamed by one of the Detroit Lions coaches for failing to finish a block on Wisconsin defensive end O’Brien Schofield, Ducasse mauled Schofield on the next rep. Schofield went down with a knee injury and had to be helped off the field. Schofield later confirmed he suffered a torn anterior cruciate ligament on the play.

“What happened to him,” Ducasse said, “I’m a little down about that right now.”

Yet another emotional swing Ducasse has had to endure and move past.

Vibrant Haitian Art Vanishes in the Dust

Haiti has lost huge chunks of its artistic culture, with the destruction and damage of historic paintings and murals, along with the deaths of art collectors.

Haitian Government Receives $7.75 Million from CCRIF


The Caribbean Catastrophe Risk Insurance Facility (CCRIF) has paid the Government of Haiti US $7,753,579 following the Magnitude 7.0 earthquake which struck close to Port-au-Prince on January 12, causing damage of catastrophic proportions.

The payment is the "full amount due to the country based on its catastrophe insurance policy for earthquakes for the 2009/10 policy year, and which forms part of the country’s disaster risk management strategy," said the announcement. "This value represents approximately 20 times the premium of US$385,500."

5000 Americans Missing or Dead in Haiti


Some 5000 Americans are feared missing in quake-hit Haiti. Some of the dead Americans were buried along with others in mass graves, CNN’s Anderson Cooper reported today, showing passport of one of the Haitian-Americans who was dumped in a mass grave in the outskirts of Haiti’s capital city Port-au-Prince, Cooper said.

Haiti Body Count Rises, as Government Calls Off Search and Rescue


PORT-AU-PRINCE, Haiti (AP) -- Eleven days after the earthquake, officials in Haiti are beginning to get a more specific count of how many lives were lost.

The U.N. says the government has confirmed more than 111,000 bodies. But that's just a preliminary count and does not include those buried by relatives. The government is estimating the total death toll at about 200,000 people.

Haitian Children at Risk of Trafficking



New York - A "large number" of children may have been taken out of Haiti without following proper legal steps since the country was hit by the massive earthquake January 12, resulting in the collapse of the judiciary and other government functions, the United Nations said Friday. This week, the UN Children's Fund (UNICEF) raised serious concern over the plight of hundreds of thousands of Haitian children who may become victims after chaos descended on their country with the earthquake.

Cuba, China, Venezuela Send Immediate Assistance to Haiti


As soon as the devastating earthquake struck Haiti on Jan. 12, Cuban doctors began saving lives.

Years before this monumental disaster hit, Cuba had set up a medical mission in Haiti to provide health care in areas where there had been little or none; Cubans also were training Haitian medical workers in basic first aid. When the quake struck, these teams quickly went into emergency mode.
